Medicaid Program Expansion for Undocumented Immigrants Age 65 and Older

Starting Jan. 1, 2024, undocumented non-citizens who are age 65 and over can join EmblemHealth’s Medicaid Managed Care plan. Previously, these individuals were only able to receive emergency medical services by using their Medicaid card. Now, these individuals can receive comprehensive health care services provided by EmblemHealth.

Services provided by EmblemHealth include, but are not limited to:

  • Routine preventive care such as vaccines and checkups.
  • Mental health services.
  • Dental care.
  • Vision care.
  • Family planning services.
  • Emergency health care.
  • Nursing home services.

Eligible members can also get pharmacy benefits provided by NYRx, the Medicaid pharmacy program, by using their Medicaid card.

Note: Non-emergency transportation is not covered for these individuals.

Eligible individuals must have income and resources below the Medicaid income threshold, or within 138% of the Federal Poverty Line. Individuals who already have Emergency Medicaid will automatically transition into Medicaid Managed Care by the NY State of Health, The Official Health Plan Marketplace, unless they opt out. Individuals who are uninsured and do not already have Emergency Medicaid must apply through their Local Department of Social Service or New York City Human Resources Administration. They cannot apply through the marketplace.
